Ethiopia: Farmer Protests Leave City Under Trash

Uncollected garbage litters many of Addis Abeba's streets , such as on Kenya St, as waste disposal issues grapple the Administration

Uncollected garbage litters many of Addis Abeba’s streets , such as on Kenya St, as waste disposal issues grapple the Administration

(Addis Fortune) — Addis Abeba’s solid waste has now been piling-up across neighbourhoods in the city for the past 10 days, after the Sanitation Administration Agency failed to pick up the capital’s trash.

Farmers in Berke Wereda, Oromia Special Zone, where Sendafa Landfill, the new waste disposal and recycling centre of the city, is located, refuse to allow garbage to be dumped in the area.

Sendafa Landfill, which was built by VINCI Grands Projets, a French construction company, with over 337 million Br, rests on 137 ha of land. It is designed to provide waste management services for over 3.5 million residents of the capital and 195,255 residents of the Oromia special zones, particularly – Sululta, Lege Tafo, Burayu, Sebeta and Gelan.

On average, a person in Addis Abeba generates 2.1 cubic metres of trash a day. The city’s government plans to collect over 3.1 million cubic metres a year.

Back in 2014, when the municipality had just completed the feasibility study, the Solid Waste Recycling and Disposal project Office’s (RDPO) communications head, Tsegaye Hailu, told Fortune that the farmers were relocated from the area after being paid 25 million Br in compensation, taking into consideration the 10-year potential output of their farms.

However, farmers who live nearby the landfill are blocking the disposal of any trash collected from the city, according to the Agency.

Sendafa was chosen as a replacement for the 50-year-old Rappi dumping ground – a 25ha landfill commonly known as Koshe. This former landfill was deemed by the Addis Abeba City Solid Waste Management system as no longer viable, eluding to the lack of fence, odour or vector control, weigh bridge and daily cover of soil. The site had up to 300 waste pickers a day, while having the high potential for nuisance and health hazard for people living nearby.

The new landfill, which has a life expectancy of three decades, has a fence, 9.5km of asphalt road, a weigh bridge and four transformation sites: Reppi, Akaki, Filidero and Bole Arabsa. These areas are now being considered by the Agency as alternative sites for the city’s garbage.

The Agency’s 610 small primary garbage collecting micro and small enterprises, with a total of 6,500 members, have not been providing their usual door-to-door services to over 500,000 households in the city. The other disposal method offered by the Agency, garbage dumpsters, had over a thousand completely full with more trash thrown all around them.

“It has been two weeks since any garbage collector enterprise reached our doors; we pay 400Br for two days for garbage collectors who we do not know,” said Kassahun Fekad, manager of the Abesha Bar & Restaurant located on Debrezeit Road – a place commonly known as Adey Abeba.

A janitor who works in a hotel on Gabon St also had concerns about the city’s garbage collection.

“The price of these unknown garbage collectors is overrated and God knows where they will be dumping all that trash they take from our gates,” he said. “That is of course if you are lucky enough to get one of them to turn up.”

Though the Sandafa Landfill was reported to recycle 1,200 tonnes of solid waste every day, 70pc of the city’s garbage goes to the dump. The Agency’s report during the current fiscal year stated that 60pc of solid waste is biodegradable, while the rest cannot be recycled.

Another resident of the city, Worknesh Melkamu, a housewife in her early 50s, told Fortune that the situation is really disturbing.

“The hospitals and clinics all over the city are teaching people to stay sanitary to avoid Cholera, while the city is unable to collect its garbage,” She said firmly. “I am afraid to let my grandchildren go out and play, since there is no clean place.”

Households make up 82pc of the total 3,028 tonnes of solid waste generated in Addis Abeba.

Etana Habte, Special to Addis Standard

OP(Addis Standard) — In the first part of this series, I explored in historic perspectives (particularly with developments in Oromia regional state) the Ethiopian government’s road to becoming a counter-protest state, and proceeded to discuss the systematic ways in which the regime further bolstered its role as a counter-protest state in Oromia. Taking the recent #OromoProtests as a point of departure, in this part of the series I discuss a more recent surge of popular protests, and the socio-political and party architecture in which #OromoProtests first took shape.

The EPRDF-led regime’s ‘decentralization of power’ down the hierarchical administrative structures of the regional states discussed in the first part was also the beginning of how the so called rural, previously isolated communities, experienced the heavy handedness of a central repressive government (the falsification of ‘nation’, and its clearly underlying failures). It is an expression of failures because this type of response is a mark of states that ignore an alternative to their texts of national dialogue and whose intents exemplify regional and ethnic primacies.

The “Oromo Street”: A force derailing Africa’s counter-protest state

By going beyond economic and development topics – which remain very important – this section explores concepts that better explain the roots and trends of these protests, it then outlines dimensions of confrontations between protesters and the Ethiopian counter-protest state.

The importance of looking inward at the course of modern Oromo political activism and its relations with the Ethiopian state cannot be underestimated: tounderstand the roots of Oromo protests we must focus on specific demands in the process and progress of modern Oromo political activism. There are society-state relations toreflectupon that reveal some of the underlying patterns that have made up and shapedthismovement.

Three closely associated features underlying Ethiopia’s society-state relations take form mainly during the incumbent’s rule of the last 25 years: growth of coherent consciousness, decades of simmering tensions, and ‘emergence of the Oromo street,’. In an attempt to look inside the Oromo nation at various levels it is important to analyze salient factors in decades of ‘constructions’ that led up to the recent Oromia wide protests.

The modern shaping of ‘the Oromo Street’

Worldwide, the upsurge in popular protest became a powerful tool of global political movements. People throughout the world have been taking to the streets, giving new life to a form of political movement ‘often thought of as a historical relic in today’s era of expanding security states and the apparent triumph of global elites.’ Given recent global protest movements mentioned in the first part of this series, Ethiopia by any standard is not alone in encountering an upsurge in popular movement.

All the major waves of protests in Africa have been by and large limited to urban centers, and when they involve rural areas it has been termed as ‘isolated’ movements. The same is true with the 2005 post election protests in Ethiopia. Oromo protests however have created in Ethiopia a unique ‘street of protests,’ which I refer to as “the Oromo Street.”

The Oromo Street brought together rural and urban protests – those on the ground and online via social media. Areas previously believed to have been ‘isolated and disparate’ have found themselves at the centerof the protest because of the combination of the ground and online (new media technologies and platforms, such as Facebook, Twitter and Instagram). (Daniel Miller’s, Tales From Facebook expands upon the concept of individuals as networking sites, and examines in detail how Facebook transforms the lives of particular individuals).

Merely seven months after Ethiopia’s ruling party declared a 100 per cent landslide victory in the national election, Oromia, the country’s largest federal state, was placed under full military ‘control’ as protesters swept through the streets in an unprecedented opposition against the ruling EPRDF.

Ignited on 12 November 2015 at Gincii Senior secondary School in central Oromia, the peaceful protests quickly spread as far west asOromia’s outer margins neighboring the Sudan. It then turned north and took the Tuulama Oromo on the train. Whilst continued unabated in the west and north, protests swiftly engulfed eastern Oromo provinces before they reached southern Oromia. Waves of protests quickly engulfed the whole region in merely three weeks between 12 November and 5 December. As rural Oromia and higher education institutions became the scene of Oromo protests, elementary school children and secondary school students also joined the protests – rare in Ethiopian history. In the following weeksthe movement captured, in a rather unusual fashion, federal universities beyond Oromia – Dilla and Hawassa Universities in Ethiopia’s south. Much like federal universities in Oromia, junior colleges, technical and agricultural colleges in Oromia also joined, forming the first and most important “Oromo Street.”

After taking all of Oromia student protests instead took the shape of a well-organized Oromo national movement. This illustrates a distinction from all of its precedents in another feature — it enjoyed a considerable size of support from the Oromo public. Peasants, merchants, unemployed urban youth and some government employees were seen rallying behind student protesters.

That the protests were triggered by a scheme that the Horn of African state called “the Addis Abeba Integrated Development Master Plan,” commonly known as ‘the Master Plan,’ is now exhausted and need not be repeated here. Rural Oromia, and of course urban centers become another productive dimension of the ‘Oromo Street.’

In less than four weeks what the Oromo people regarded as a serious threat to their national identity caused a massive popular movement that engulfed the whole of Oromia. On this occasion no political party made a call; no underground national leadership seem to exist either. The only Oromo opposition party, OFC, live under a constant threat from the state. All but two or three of its national leadership were imprisoned in the waves of arbitrary arrests the regime launched following the start of the movement. Almost all of its members, supporters and sympathizers throughout Oromia have also been jailed, exiled or at the worst killed.

In the course of this popular Oromo movement we heard of OFC’s voice only rarely for understandable reasons. There is no readily available institution to have caused such a regime shaking popular movement. This geographical spread suggests that Oromo protests, despite many precedents in Ethiopia, and Africa at large, are not limited to urban centers; it is at the same time a phenomenon in the rural areas. Even goingbeyond these locations Oromo protest movement gave birth to another productive dimension to its ‘Street’: supporters from the country and an Oromo diaspora connected on social media.

But there is another equally important “Oromo Street.” When modern Oromo political activism was denied a space and every element it possessed began to be systematically criminalized by the same state which legitimized and fostered its growth, it found another informal space as the ruling party opened its door widely for Oromo nationalists to join it as OPDO members.

Ignore at own peril

Between 2006 and 2010 in particular, stifling voices of dissent came to a systematic twist when OPDO invitedthe Oromo youth to become its party members and undertook appointments of middle level cadres from the so called new generation. Given such compelling circumstances however OPDO’s inflated membership turned out to be an instrument of economic, social and political mobility than agenuine political loyalty.

It is at this point that the architecture of repression the regime has built over the last decade under the name of ‘development’ unequivocally met its match: Oromo nationalism.Young nationalist Oromo civil servants, intellectuals and bureaucrats who, before 2006, were sought after, detained and persecuted on allegations of being “OLF members,” “anti-development,” or “anti-peace” were given an opportunity to join the rank and file of OPDO. In doing so, the ruling party believed that it could afford to use- within its structures and leadership – active and politically conscious Oromo nationalists to speak on its behalf and in the process restrain Oromo nationalism. Alas, as events gradually unfolded, this perception of the ruling party rather tended to be counterproductive.

When the EPRDF recently commended its national membership having reached seven million, it failed to realize that hundreds of thousands of Oromo nationalists who wished to work in earnest – and even openly through #OromoProtests – towards the interests and narratives of an Oromo national construct and against the regime, make up a significant portion of that number. When the regime took for granted that it had successfully silenced dissenting voices (particularly in Oromia), it felt safe and relaxed as an electoral authoritarian regime in declaring landslide victories in two consecutive national elections (2010 and 2015). In contrast, modern Oromo political activism was now brewing in its own turf than it has been among the opposition. When the protests broke out in November 2015 and engulfed the whole of Oromia in early December, there was little surprise that one of its immediate achievements was the dismantling of the sub-kebele institutions (gooxii and garee), the main vehicles of control and repression.

While the regime’s policy of claiming Oromo nationalists by recruiting theminto the rank and file as well as into middle level leadership of the OPDO went unabated, in practice it became a creation of formal forum where unconscious and semi-conscious Oromos meet politically conscious and articulate Oromo nationalists. The result was that the OPDO rank and file from kebele levels to the regional bureaus over the last ten years became heavily politicized and very much indoctrinated with the narratives of Oromo nationalism.

Although aware of what was going on within the OPDO, the TPLF dominated EPRDF and the state intelligence structure appear to have perceived it as insignificant; after all, all were de factomembers of the ruling party which had ‘their hands tied and their mouth muzzled’ with party rules and regulation. Besides, since party bylaws allow a process of free discussions, debates and arguments within party members at all levels there has not been any unified method with which the ruling EPRDF can tackle or even hinder these processes. A participant in the processes who was once an OPDO cell leader at one of Oromia’s regional bureaus tells me his experience:

Using the forums set aside for lower level political cadres, ideas raised by participating members, friction of thoughts as well as deficiencies and mistakes of EPRDF were widely reflected upon; the structure allowed for the members to [openly] argue that the overall objective of their party has been wrong. This gave them more opportunity to see internal deficiencies of the party more closely than when they had been outsiders. When they saw that the party has been unresponsive to the demands of their people and more importantly their suggestions many, in the years after 2005, seem to be convinced that the Oromo people need to look for alternative [forums]. I personally know the fact that many young party members became aware of the complex internal problems of the party- both horizontal and vertical (OPDO-TPLF) – has no solution at all. More importantly, participation in the party by the new generation of [politically conscious] Oromo youth called into question political opinions of senior politicians regarded as founders of the party. It is safe to say that most of pre-2005 OPDO members were people of very low education; many of them do not question legality and validity of existing principles and directives under which they serve. Those who joined the party after 2005 were the same students who had been in various schools and universities protesting against the government on behalf of their people and some of them were even leaders of such movements. Since the new members perceive themselves more as part of the society than the party itself, the political debate and arguments they injected into the party structures through the same forums of discussion the party offers at various levels made many members to squeeze their own regime with serious questions. This I believe contributed to the growth of political consciousness within the party and more broadly within the Oromo people, and can safely be stated as having contributed to the on-going Oromo protests.

These circumstances suggest that narratives of the Oromo national struggle centred on Oromummaa/Oromoness (Oromo national identity) have become nurtured through state resources. Clear evidence of this is how in April 2014, the OPDO party structure along with the Oromia regional state bureaucracy made the region’s TV to quickly televise a highly contested debate by OPDO officials openly rejecting, on behalf of Oromo national interests, the state proposed-turned-controversial “Master Plan.”

That Oromo nationalism has raised enough political consciousness not only within the masses of Oromo youth – especially college and university students – but also within the OPDO rank and file. This was demonstrated when an OPDO member who was the mayor of Sulultaa, north of the capital Addis Abeba, boldly aired his objection in a televised meeting allegedly convened to launch “training of trainers” on “the Master Plan.” He openly and eloquently spoke against the proposed “Master Plan” saying: “The question of [how to handle] Addis Abeba city and the surrounding towns [of Oromia] is not an issue of urban matter, it is a matter of identity. When we raise about identity we have to pursue a fundamentally necessary route in which the development of Addis Abeba and the surrounding towns can be addressed in a way that the rights of the Oromo nation can be protected and where the identity politics and history cannot be ignored…”

The way the mayor conceptualized issues surrounding “the Master Plan,” and expressed his fierce opposition to it, has exactly been the same way Oromo protesters spoke against it throughout Oromia. As thesemiddle level cadres strongly tied the subject to some looming danger on the Oromo identity in its entirety, the federalgovernment resorted to reject all concerns underlining that “the Master Plan” would be implemented regardless of what OPDO or the Oromo public may think. This proved the public discourse that “the Master Plan” is a deliberate attempt to dissect Oromia and was perceived throughout the region as a blunt offensive on Oromo identity by the regime. In fact, this time the protest against “the Master Plan” in its finest form began within the EPRDF, not among the Oromo students at various colleges and Universities. Indeed, the first round of the April-May 2014 Oromo protests against “the Master Plan” began in Ambo, 120kms west of the capital, and spread to other parts of Oromia immediately after this fierce debate between OPDO party members against the plan was first televised.

There is very little doubt that Oromo nationalist members of OPDO, now the larger part of its rank and file, were able to manipulate the inner circles of the party for that meeting to be quickly televised. This is so partly because the discipline and mechanisms of control required to advance this kind of argument and debate are very much linked to the interests of the de facto ruling party which will not allow such objections to last long; and partly becausethe act carries sizeable risk for few OPDO officials. Given the fact that the state intelligence, federal police and many other powerful state structures were and are under TPLF control, some of those who spoke against “the Master Plan” in public could have risked death and disappearance. To throw it to an Oromo pubic packed with grievances was, therefore, a safe political bet and a powerful instrument to fight againstthe ever growing manipulative political asymmetry within the EPRDF.

The Adama meeting of April 2014 was a typical manifestation of deep-seated tensions between the Oromo people and the regime in power. While OPDO officials who sided with demands of the Oromo people used the country’s constitution as “weapon of the weak,” only to ask for previously suspended right of Oromia’s self-rule, senior members of the central government used thinly veiled language to express their right of rule over the whole country. The course of the current #Oromoprotests movement to win over the proposed “Master Plan” became a manifestation of growth in coherent consciousness mobilized under the shade of Oromo national identity. By November 2015 there is little surprise that the situation throughout Oromia was ripe for a fully-fledged uprising.

In the third and final part of this series, I will take a close look at the decades old simmering tensions between parties, discovering what they reveal about the politics of the Ethiopian counter-protest state.

Burial Ceremony of an Oromo girl who fatally set herself on fire in front of UNHCR in Cairo

Ayyaantuu

The Oromo agony never ends even outside of their birth place. Thousands of Oromo have  perished in the seas of Gulf of Aden, Red Sea and Mediterranean Sea, while running away from the Ethiopian regime’s brutal forces. Many more became victims of wild animals and thousands died of hunger and thirst in the deserts they had never visited before and in their own villages. The Oromo never had experienced such mass exodus from their own land.

The UNHCR has also given a deaf ear to the Oromo plight. Many are languishing in neighboring countries like  Somalia, the Sudan, Yemen, Egypt, etc. The world simply watches at the skeletal images of Oromo refugees in Yemen in an open air where the temperature goes well over 100 F.

The picture below is an example of desperate move by Oromo asylum seekers in Egypt. An Oromo girl, named Aslii Nuuree, set herself on fire, on July 26, 2016, in front of the UNHCR in Cairo for being denied the internationally accepted protection. This is a very sad moment not only for the Oromo around the world, but also it is a blow to all human right activists. The UNHCR is responsible for collaborating with the Ethiopian regime in such harsh treatment of  refugees.

One thing, as Oromo, we should underline is that the international community does not care about us any more. It is high time that we have to solve our own problem by our own effort and unity. It is time to set aside bickering, being manipulated by outsiders and being agents for our enemy.  It is time to work in unison to bring a lasting solution to this endless human crime which the world does not care about.

Dispatches: Ethiopia’s Opposition Leaders on Hunger Strike

(Human Rights Watch) — It has been nine days since prominent Ethiopian opposition leader Bekele Gerba and several other senior members of the Oromo Federalist Congress (OFC) went on a hunger strike to protest their treatment in detention. Bekele, who is the deputy chairman of the OFC, and his colleagues are currently being held in Kilinto prison near Addis Ababa on terrorism charges. Their health has reportedly deteriorated significantly in recent days.

Bekele and his associates were detained on December 23, 2015 and later charged under Ethiopia’s terrorism law for allegedly belonging to the banned Oromo Liberation Front (OLF) – a charge that is regularly used to silence ethnic Oromos who are critical of the government. They were first taken to the notorious Maekalawi prison, where torture and other ill-treatment are routine. Since moving to Kilinto, Bekele and his colleagues have repeatedly petitioned the courts to investigate their mistreatment in detention, to allow their families visiting rights, and to provide them with proper medication.

Bekele is a staunch advocate of non-violence and is one of tens of thousands who were detained during the mostly peaceful proteststhat have swept through Oromia since November. Many of those who have since been released reported being tortured in custody.

Since the protests began, the security forces have killed over 400 people, most of them students. Yet, there has been no meaningful investigation into the killings and no effort to hold security forces accountable. Instead, the state-affiliated Human Rights Commission in an oral report to parliament in June concluded that the level of force used by security forces was proportionate to the risk the forces faced, sending an ominous message to Ethiopians that security force members can shoot unarmed protesters with impunity.

As it is clear that the Ethiopian government is either not willing or not able to conduct a credible investigation into the conduct of its security forces, there is increasing need for international involvement in any investigation.

Unfortunately, the authorities’ failure to treat Bekele and his colleagues with the most basic respect for their rights is indicative of a government that shows little willingness to right the wrongs it has committed. Their continued detention sends a message to young Ethiopians that the government equates peaceful protest with terrorism, putting Ethiopia on a dangerous trajectory.

The Revision of History of Negotiation with Habesha Rulers

INTRODUCTION

The abstract of this paper was submitted to OSA under the title of “Negotiation Politically Correct Lunacy” for presentation at the Conference of July 29-30, 2016, but has not been accepted.

It must be noted that in August 2015, OSA Annual Conference I gave analytical report on the history of land robbing “The Territories Surrounding Finfine and Evil Master Plan.” It is not coincident I presented that paper and what has happened then and the event that led to the Oromo up rising. Now I see new major danger that our rulers are trying to use negotiation/mediation deception tactics as new weapon to stop Oromo struggle.  It is important that we wake up and reject any negotiation with the dangerous consequence for Oromo people.

The Revision History of Negotiation with Habesha Rulers.

The purpose of this paper is to learn and refresh ourselves from past negotiation the Oromos have made with Habesha rulers. It tells how prominent Oromo leaders were cheated and fooled many times in their attempt to negotiate with the Habesha rulers.

We live in a time when people can instantly search for answers to their problems, how to make peace and unite through negotiation and reconciliation. Negotiation or reconciliation is a means of building consensus through dialogue and compromise.

Recently, there has been a great deal of discussion on public media  about negotiation and reconciliation among various Ethiopian political groups, including the Oromos.

We are also facing the worst racism, hate, and war of genocide in our history. I want to make sure you were aware of the negotiation or mediation scam that is circulating in Ethiopia and abroad. As part of this scam you may attend conference calls from various political groups abroad and even with the Ethiopian Government. These scammers will often try to coerce you into negotiation engagement and signing up a deal with the oppressive regime in Ethiopia. Their goal is get you out of the present Oromo struggle.

Historically the Oromos pride themselves in solving their common disputes and quarrels or wider conflicts with their tribal neighbors through “jarsuma” a tradition of mediation and arbitration. To settle their differences, the opposing sides select wise and pious elderly figures [adage] for mediation and reconciliation. Any peace agreement reached is concluded by oath or kakuu and it is binding.

Over a period of 130 years there are ample historical records and evidences where Oromo were engaged in political peace negotiations and treaties with feudal kings and other rulers and where all ended up in betrayal and double-crossings. It simply means it is difficult to negotiate in fairness, openness and truth with our governing classes.

To learn how the Habesha rulers cheated and fooled the Oromos, let us travel to the late 1870s from Atse Yohannes IV. And work our ways through the event that lead up to the short lived OLF. Partnership with TPLF.

Ate Yohannes IV.

Yohannes  concurred  Wollo and forced Oromo Muslims to accept Christianity or be killed. Wollo was conquered and more than 40,000 Oromos  died  at the Battle of Boru- Medaa.

Kubee the Rayaa Azeboo ruler was converted to Christianity with Yohannes as his   godfather. Kubee revolted against Yohannes but surrendered without fight and after peace negotiation and reconciliation. Once he  surrendered and gave himself up, vengeance begins. All of his fighting force of 2,000 men were lined up in a narrow passage and were mercilessly beheaded one – by- one while Yohannes watching the execution with pride. Kubee was beheaded and his head was carried around as a victory trophy.

Here is a poem of Yohannes cruelty:-
“Atmenew Tigren bemil begezete”
Kiristina ansitew Kuben gedelut
“Yabelutal enge yatetutal enge”
“Endet yigedelal lehonulet lije”

A short translation; never trust the Tigreans even if under oath.

Workit,  Wollo Ruler

Workit   (balabat) of Wollo Oromo played a prominent role in helping Menelik to escape from Mekdela prison. Workit and another Wollo ruler, Mestawet and Gobena Dache helped Menelik to fight and defeated Bezabih who was then ruler of Showa. Menelik then took control of Showa and become king.

Despite her great contribution in helping Menelik gain back his Showa kingdom and establishment of empire building, Workit was betrayed and at last thrown into  prison and her kingdom given to Ras Ali the father of Lij Eyassu.

Gobena Dache

Even Gobana Dache who played the major role in the conquest of Oromia was at last poisoned to his death. Gobena was given a sub- kingship as a ruler with Menelik. Without Gobena it was unlikely that Menelik would have conquered Oromia.

Despite the central role the Oromos have played in shaping present Ethiopia, Oromos history has been neglected, ignored, twisted and even actively suppressed.

Gobena , because of his role in the conquest of Oromia is greatly respected in Habeshas  circles, while because of his selfish ambition and vain glory, the Oromos recognize him as a traitor.

The Genocide at Anolee

A clear example how negotiation works is the Anole Genocide.

After his victory in Arsi, one of Menelik’s war lord,  Ras Darge invited the Arseans for peace talk and reconciliation at a place called Anolee. Darge put people march into narrow passage and the mutilation began of men’s right arms and women’s right breast chopped off one- by-one. Thousands were mutilated. The most heinous and most cruel crime of which Oromo history has recorded have been committed by Menelik.

Menelik committed ethnic cleansing in Oromia and all other nationalities in the South. In the face of such a horrific tragedy, instead of asking full responsibility and remorse, the Habesha rulers deny the massacre in Anolee and justified the massacre without shame and regret. In the event of such horrific tragedy, even the pop star singer Teddy Afro, in his glorification of Menelik recently commented that, the war of conquest of Oromia  was  a “ holy war of unity” ( jihad war)

The Ethiopian leaders deny the crime of shame committed and when you feel shame, you start to lie.

This is one of the many examples where mediation or reconciliation (erqe, deredir or shimgelina) does not serve at all. It only prolonged our sufferings and enslavement.

Lij Eyassu

The Wollo Ras Ali also known also as Negus Michael, the father of Eyassu was one of those Oromos who played a prominent role keeping Ethiopia united during Atse Yohannes and Menelik’s era. Ali marched to Showa with a large Wollo Oromo army to fight Haile Selassie who was then a crown prince. The Showeans had no knowledge of the surprise advance and were not prepared for war. Before the war began, Haile Selassie sent his wise man F. Habte Georges, a skilled master of  Habesha intrigue for a peace treaty with Ras Ali. While negotiations was going on Haile Selassie was secretly receiving  more arms from abroad and  getting ready for war.

The Wollo army had a devastating defeat at the Battle of Sagaale. Lij Eyassu was captured and deported to Gara- Mulata, Hararge.  The battle of Sagalle was not only a catastrophic defeat to Ras Ali but also the end of Wara -Yimenu and Yeju Oromo dynasty as rulers. We should also to remember that the battle of Sagale changed the course of history as it was the launching platform for Haile Selassie to rise to power as Emperor of Ethiopia.

The Bale Oromo Revolts

One quick example of how mediation was used as a trap is the Bale Oromo revolts

The Bale people who suffered under feudal rules had many armed revolts and uprisings  during Haile Selassie’s rule.  Small groups of revolutionary freedom fighters like General Wako Gutuu often fought against Ethiopian Government forces and Neftegna land owners. All of the revolts were put down under dubious peace treaty and reconciliations.  Once they surrendered and gave themselves up, vengeance began. Those who had risen up in rebellion, were expelled from their land or killed

Many Oromos are lied to, deceived and fell into the trap of clever scam of mediation. After the peace treaty and surrender, people were falsely accused, tried and thrown into prison or even killed.

Tadesse Birru

Even the legendary G. Tadesse Birru who earned admiration and respects for being a hero for Oromo cause was cheated by negotiation tactics. G. Tadesse was the champion of Literacy Campaign, active supporter of Metch Tulama and bold fighter of Oromos cause.

Quite often when the Ethiopian leaders wanted negotiation scam and vicious mediation with the Oromo’s, regular method was to deploy popular Oromo leaders. However incase of G.Tadesse, their tactics was to use the church. The Orthodox Church is historically in holy alliance with the government and work in tandem to rule over Oromia.

After failed coup d’état attempt and accusation for treason the General fled to Meta Robi.  Quite often Ethiopian rulers deploy God’s concept to accomplish their political tactics.  Abune Tewoflos and Aba Habte Mariam (present Abune Melketsedik of California) went after him for the arbitration and mediation. They made him change his mind and he return to Finfine with them.

They gave him assurance that no criminal charges be made against him by the emperor. Tadesse from his strong religious believe and faith obeyed the two religious leaders and followed them back to Finfine and asked the king for apology.

As usual mediation is a ploy, with double standard and betrayal and criminal charges loaded against the General and he was thrown into prison. Well the rest is history.

Many Oromos leaders have been lied to and deceived in similar manner after entering mediation deal with the Abyssinians.

Do we Oromo’s learn from past mistakes? The wise learn from the mistakes of others, while fools repeat them.  Remember that those who enter into negotiation signed their own death warrant! The historian, Edo Boru said “ woorii harkaa kenne Harkaa dhabe” ( no time to explain)

Villagaiztion Program

After the Land Policy of 1974 the Derg regime introduced the huge Villagaiztion Program for development of rural inhabitants. The government forcibly moved rural farmers to new location under its false policy of Villagaiztion scheme.

Tens of millions to abandon their homes move to new locations with their cattle, promising the basic services, roads, electricity, water health centers etc.  Massive eviction by force was  carried under the pretext of better services and improvement of the life style of rural farmers.

Villagaiztion was a deliberate plan specially targeted Oromia for the destruction of socio economical and cultural structure of Oromos. It was also a wicked and deliberate scheme by neftegnas to permanently remove  Oromos from their land and impoverishing them.

Article   39

The famous constitution of ethnic federalism and self-determination, Article 39 was immediately scrapped, tossed out and nullified by TPLF. Everybody knows that Article 39 is an empty phrase, a scam and means nothing. Why it is so hard for the Oromo’s to learn from history?

The Algiers Agreement

Here is another dubious negotiation scam example

I have no time, but we all remember the Algiers agreement between EPRDF and Eretria that was void and nullified by EPRDF.

Oromo Liberation Front (OLF)

There is other case in which the lesson of the past negotiation is sadly ignored and unlearned by Oromo leaders and political groups.

We all have witnessed how the short lived partnership of OLF with the EPRDF ended. While OLF leaders were engaged into peaceful negotiation, with Shabia being intermediary, TPLF was plotting, surrounding and attacking OLF forces. The ABO army was tricked, voluntarily disarmed and put into camp and at last systematically eliminated. Having said that, I do not want to pass judgment to those martyrs and fallen heroes who paid heavy price in their lives for the cause of freedom. I do not want to say how it happened and why it happened into the politically correct lunacy negotiation, but the fact that 20,000 fighters laid down their arms and surrendered is shocking and mind boggling! How could such a terrible mistake happen?

The Woyane regime is forcing new war on the Oromo people, harsher and more evil.  And today, more than ever, there are some specific Oromo political groups and individuals who like to negotiate with TPLF.  The TPLF puffed up with their victory, greed, pride, fear and hatred will never treat us with dignity or equals. In an attempt to buy time or for their strategy and tactics they may embark to negotiate but do not expect any rational thinking from negotiations with the TPLF. Negotiation from your weakness, you can only decrease your potential, increase their appetite for more aggression and suppression. It is better people understand that Ethiopians socio-political system have no mentality or common sense of negotiation with Oromo’s.

Guess what I am afraid of? I am afraid of those specific groups at home who were handpicked by Woyane regime and opposition political factions abroad who are trying to make negotiation engagement with Woyane. There are also some self appointed individuals who directly or indirectly are trying to negotiate at any price, ruining and throwing down the drain the sacrifices gained by KERROO.

I hope you will remember when one of the political faction group delegates went to Finfine to negotiate with the TPLF. They were kicked out of Ethiopia same day with first available flight before even the negotiation began. Why are the lessons from history so easily forgotten?

No one should be under the illusion that constructive engagement to promote peace negotiation with Woyane is hard if not impossible. If something is going on and on, we must stop and ask ourselves , what do our rulers wants?

Do you want to negotiate with a regime that carries  AK- 47 in one hand and negotiation on the other? They will stab you from the back. I only want to say that do not waste your time and energy, negotiation is only rehotric!

So then, why would anyone enter into discussion with the Woyane regime?

What Do 0ur Rulers Want?

That is one question, but the better question is what do the Oromos want? How do we get there the way our rulers wants us to be. We tried for more than a century but, we can’t be good enough to achieve equality and respect. So then, you may ask me, terror regime is killing our people daily, every day hundreds are going to prison, and millions are dying of hunger, what sense does it make to refuse not to negotiate? To which I answer, there can be no compromise to our freedom! Freedom is not for negotiation. In the first place how can you negotiate with those who do not even accept your values as Oromo?

Oromia is always in crises but today may be more serious suffering, more racial hatred than ever. It is a period of unparallel land-grabbing, death, terror and a period of sheer cruelty manifested against the Oromo people. We gave them our land, culture, adopted their language even our identity as an Oromo.  They have taken away everything they wanted and they did everything in their power.  They leave no stone unturned until they destroy Oromia. They are never satisfied. They do not settle for anything.

In 1939, Mussolini asked Hitler “what do you want”? “You want land corridor”? Hitler replied “I want war! War!, Douches umber ales”! (Germans above all)

That is exactly what our rulers want.

Make no mistake, even if you are really going to try to meet all their demands, it will not have enough left over to live on, the more you obey and accept their terms it will not help you at all.

WHY DO THE OROMOS INTER INTO NEGOTIATION?

Throughout history the Oromos were cheated so much that we must continue to ask ourselves, why do we enter into negotiation?

There are no easy answers but, although the issues very vast, for simplicity, can be categorized as follows:-

  1. Many do not know or understand the history of political peace negotiation with Habesha rulers and have fallen into traps. So often we do not understand what they are up to. We do not understand how certain events could have resulted after negotiation. It is only after terrible results we start to see how mediation might works.
  2. There are those opportunists who have got responsibility without authority who enter into negotiation from their selfish ambitions and vain glory. They exchange Oromuma for glory and getting high rank and serving their slave masters as an instrument of suppression. In some cases our self-inflicted problems and wounds are worse than by our enemies.
  3. In many cases ignorance and an attitude of slave mentality lead them to accept “gabruma.” So they do not believe in themselves, they sell their Oromouma to resemble Ethiopiawent or Amharanet. They are forged or counterfeited Oromos! You can also call them recycled Oromos.
  4. There are those bribed and cheated and working to destroy Oromia internally more than external enemies. Sometimes, accepting negotiation comes from lack of courage and conviction.

My advice is, do not downgrade yourself and never make a peace treaty from a position of weakness. If you do, you can only decrease and diminish your potential and increase their appetite for more.

An old adage, a friend Obo Dissasa from Ambo who was put into prison by the Derg  for six months told me that “ I have never bowed down , bend my knee and beg for pardon from Derg. If you do, they will stand on your neck and knock you to the ground.” You are trying to find better ways to explain it and you are begging and pleading and doing your best to convince them but you will achieve nothing! It is also true that we are divided and weak, no unity among groups. There is a great mystery in the realities, the one in which we are strong when we are weak. It was Charles Darwin who said “ it was the best of time and worst of time”

We are strong in our patriotism, solidarity and resilience among us is even stronger today than any time.

Look, from what is going on in Oromia today. I see it as proof that we have never been more energized and united in our desire to take Oromia in a new direction. There is a better tomorrow for us! KEERROOS KEEP OUR HOPE AND ASPIRATION HIGH!

The world like braves, they respect and listen to braves. Remember “the survival of the fittest”.

NEGOTIATION AN OLD HABESHA GAME

But you may say that, it is not easy when you are defeated and weak and it feels like there is little chance for success? But know this, even if you give all they demand and surrender, you find yourself in far worse danger. You keep on trying to submit to their demands forgetting all their evil deeds to you and get nothing. There is no shame or sorrow to their actions. Look what the Agazi is doing to innocent empty handed peace demonstrators? The TPLF regime is leading state sponsored terrorism. They are killers and corrupt from top to bottom. Make no mistake that our rulers  are very clever people, that when they call for reconciliation and peace engagement, they just have very different ideas in mind than true and honest reconciliation. Their strategies is one in which they sweet talk, while cooking up a scheme to destroy you.

I am sick and tired hearing the rhetoric of illusive idea of negotiation with our rulers! Some of you might say, let old wounds must be healed and let us forgive and forget the past. My friend, there are new constant wounds added every day and no time to heal.  Notice in the entire list of names given above not only did negotiation failed but all the participants were punished, either thrown into jail or killed. Negotiation is designed to punish those who surrendered. My friends what I want make clear is that not one among many mediations or negotiations were accepted and honored.

There is a saying in Oromifa “ gufuun dhagaa yoo ganama mana batu yoo sirukutee, galgala moo  yoo debitu yoo sirukute, si tuu dhagada” If you hit a stone at your door step in the morning and you hit the same stone in the evening, then you are a stone.

Generation comes and goes, rulers rise and fall, the feudal kings Menelik and Haile Selassie, or the military junta Derg, and the Woyane terror regime comes, Ethiopian leaders never change their attitude towards Oromo.  If there were changes, it is only in style. There is a metaphor in Amharic :“ nebir zengurgurnatun aylewitem”.

CAN WE GO INTO NEGOTIAION ?

Negotiation is an old tactics often used by Ethiopian ruling classes when they are treated. We want no evolution or transformation, no cosmetic change, no time buying change, we want real change. We want freedom, justice and equality.

For more than a century we were cheated so much that we continue to ask ourselves if we can get into any negotiation.. The answer is yes you engage into negotiation but you have to be very conscious that negotiation past and present is a scam. If you want to engage in negotiation be aware and vigilant. You ought to take heed of making foolish agreement. In your negotiation with the Habesha leaders think trice not twice. It may be necessary to enter into negotiation, but, never pin your whole faith on any  leaders!

There are lots of nice things you can do with sands. But do not try building a house on it.

Negotiation is like a double-edged sword to Oromo’s. If you handle it improperly, it will cut you. It is not something to be handled carelessly and like being cut by a razor blade, you won’t even know you are bleeding until you got a mess on your hand.

Notice in all of the above examples, not only did negotiation fail but the participants were punished. They all met the same fate, imprisonment or death. They pronounced their own death warrant. Make no mistake, we are seized by force and they do not want sharing political power with us.

Where there is no liberty, freedom, equality or justice, negotiation or any agreement has no meaning at all. The TPLF has been intoxicated with greed,

Corruption, ethnic hatred, cruelty, deception, lies, you name it. They will never negotiate even on basic human right issues.

Remember that you are trying to negotiate peace in an honest manner but from experiences and observations it is difficult, if not impossible to even seat and discuss in honesty, fairness and truth with our rulers. That is why I say negotiation is politically correct lunacy.

There  is a saying “fool me once shame on you, fool me twice shame on me”

Say to a person seating next to you, if you not learn from history, you will live and die like – Kube, like- Gobena, like Eyassu.

This is a real world  of the strongest , the survival of the fittest.

Here is a poem by the writer Kebede Mikael
“ Yalefew siresagne mechewn salawkew”
“Ene meche yihon yemitanekekew”?

Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.

Remember what Nelson Mandela said “Never make deal under defeat. Only free man can negotiate” That is a truth!

Freedom is achieved, never given!
THERE IS BRIGHT TOMORROW FOR US.!
KERROO IS OUR HOPE AND ASPIRATION!

(Horn Affairs) — The Ethiopian government, i.e., the EPRDF, has two options: to either heed and answer the demands of the Oromo Protests and get back the trust of the Oromo people or risk the total collapse and breakdown of the governance system. It seems that the EPRDF is entering its ““Mene, Mene, Tekel, and Parsin” moment of the Bible. (The Book of Daniel Chapter 5)

Institutions and systems of governance are established on the social contracts of trust, accountability, impartiality, the creation of values, and delivery of broader societal goods and services. Laws are enacted and supporting institutions are created to enforce these social contracts of trust, accountability, and impartiality, the creation of values, and delivery greater societal goods and services. Governments, even the most authoritarian ones, stands and only exists on these cardinal principles and values of social contracts.

The Ethiopian government has breached and violated almost all the pillars of the elements of social contracts in its dealings with the Oromo people. The Oromo people have lost trust and confidence in the Ethiopian government run institutions, policies, and practices which are almost exclusively enacted and enforced to hurt and harm the national interests of the Oromo people.

In any country, laws and orders are enforced not because of the existence of courts and police on the streets or laws in books, but because of the societies trust in the values and virtues these social contracts; trust and integrity in the institutions that are created to enforce these social contracts. The higher the societal trust in the integrity and impartiality of those institutions, the higher the society functions and operates orderly based on these social contracts of trust, accountability, impartiality, the creation of values, and delivery of social goods and services to advance orderly, prosperous, and peaceful society.

The moment the government starts violating and breaching these social contracts of trust, accountability, impartiality, the creation of values, and delivery of goods and services; and erode the integrity and impartiality of institutions created to enforce these social contracts, the governance system collapses and the society disintegrates.

In its 25 years of increasingly abusive and repressive rules, the EPRDF government has created a situation where the total collapse of the governance system and societal disintegration are inevitable. It has breached and violated almost all elements of the social contracts underlying the foundation of the Ethiopian society in general and the Oromo society in particular.

Let’s look at the legal system. The EPRDF government has replaced the concept of the rule of laws with administrative discretions and legal violence of political cadres. Under the EPRDF, the law enforcement branch of the government and the court systems are operating based on the administrative discretions and violence of the political cadres, not the rule of laws.

The legislative branch, the parliament, exists to legislate laws not to advance societal goods and services and advance communal wellbeing but to limit the creation of values in a society and enhance the repressive arm of the government.

The institutions of law enforcement and court systems are not systems of justice, equality, fairness, and equity anymore. They are systems where political cadres exercise administrative discretions and violence to abuse, repress, and exercise political retribution, expropriate and dispossess the property of the poor, and reward the politically favored, all under the façade of legality.

The dispossession and impoverishment of Oromo people over the last 25 years through consciously enacted land and wealth transfer laws and policies to others whom the system favors; and the Oromo political prisoners languishing unjustly in Ethiopian prisons are primary and living examples of this policy of governance by violence and administrative discretions.

The education system is another center of this system of governance by violence and administrative discretions. The situation appears to be the same throughout the country. But, the extent of repression and brutality in Oromia based educational facilities and institutions finds no parallel anywhere in the country. As the #OromoProtests showed the entire world, Oromia based academic institutions are killing fields of Oromo students. University campuses were turned into military and police camps instead of becoming centers of teaching and learning, and research and knowledge production.

In the education system, competence and intellectual curiosities are being punished while retarded and inept political loyalists are highly esteemed and rewarded. Research and knowledge productions are replaced with propaganda works and cadres who parrot these lies. Academic freedom and productive debates are criminalized while the intimidating and pervasive environment of fear and insecurity of the student population, the next generation this country rests its hopes on, are considered as a virtue and noble tools of governance by swarms of security forces.

The Ethiopian government’s refusal to heed the demands of the Oromo people to offer makeup classes and postpone the national examination of 12th Grade Oromo students due the lost months of educational time as a result the nationwide ongoing #OromoProtests; and the eventual leakage of the exams which lead to its cancellation are just one manifestation of the Oromo people’s protest against the Ethiopian government’s policies and practices of hurting and harming the Oromo people.

The Ethiopian government must change the containment policy it currently follows on the Oromo people. The Oromo people, the people that account a significant portion of the Ethiopian population, cannot and will not be contained and exist on the political, economic and social periphery of Ethiopia. The Oromo people want to be at the center of the show, at the heart of the economic and political actions. It is important to note that in a country where the nationalism of other ethnic groups are skyrocketed, organized, and mobilized by their respective elites to scavenge on the land and natural resources of the Oromo, the Oromo people will not continue to be passive victims and bystanders. The Oromo people will fight back and defend their political and economic turfs.

Unless the EPRDF government changes its current policy of governance by violence and administrative discretion, the Oromo people will certainly resort to actively and consciously undermining these institutions and systems of violence and repression; and will collectively defend themselves from those who are encroaching on their lands and natural resources.

In short, sooner or later, the Oromo people and the disadvantaged others will take the law into their hands to survive in this world of the survival of the fittest the EPRDF government created. The Ethiopian government have two options in these scenarios. The first and the better options will be to heed and answer the demands of the #OromoProtests and renew its social contracts with the Oromo people. The second option will be to continue with the current system of governance through violence and administrative discretion and wait for the nationwide revolt against this corrupt, oppressive, and repressive system that will lead to the total and complete collapse of the system and societal disintegration.

The only question that remains is whether the EPRDF government will heed the call, and reform and transform itself and avoid the handwriting on the wall that reads “Mene, Mene, Tekel, and Parsin” or not?
